Where do you get a marriage licence in Waterloo?

Waterloo issues marriage licences at the Legislative Services counter, 3rd floor of City Hall, 100 Regina Street South. Fill in the City's online application, print it, and both sign it in ink (no digital signatures). Only one of you needs to go: walk in Monday to Friday, 8:30 a.m. to 4:15 p.m. Most licences are issued in about 15 minutes.

The fee is $149 in 2026 and $155 from January 1, 2027. Payment is cash or debit with a physical card only: no tap from a phone or watch, no Apple Pay or Google Pay. Licences are non-refundable, and an Ontario licence is valid for 3 months from the day it is issued.

Can you get married at Waterloo City Hall?

Yes. The City provides the officiant and uses one standard ceremony script, in Council Chambers, outside City Hall (weather permitting) or elsewhere inside the building. The ceremony costs $190, or $315 with the licence as a package (2026 rates). Bring your own 2 witnesses or pay $30 each for City witnesses. Up to 20 guests, including the witnesses.

Hours: in July and August, Monday to Friday, 10 a.m. to 3 p.m.; the rest of the year, Tuesday to Friday, 10 a.m. to 3 p.m. You book online, and the booking is final only once staff confirm it.

When is a private officiant a better fit?

City Hall is a great fit for a small weekday wedding with the standard script. For a weekend date, more than 20 guests, your own venue or a ceremony written around your story, a private officiant comes to you. With Celebrance, the price is shown upfront, all-in, and if your officiant can't make it, we send a replacement at no cost.

How far ahead should you plan?

Book your officiant as soon as your date is set, then get your licence within the 3 months before the wedding. Our marriage licence planner gives you the exact dates.
